Agentic AI and the Cyber Arms Race

Abstract---Agentic AI is shifting the cybersecurity landscape as attackers and defenders leverage AI agents to augment humans and automate common tasks. In this article, we examine the implications for cyber warfare and global politics as Agentic AI becomes more powerful and enables the broad proliferation of capabilities only available to the most well resourced actors today . As attacks increased in volume and attackers became more sophisticated, moving towards polymorphic malware, packers, and novel evasion techniques, defenders looked to machine learning to provide scalability (quickly analyze large volumes of data and automate repetitive tasks), pattern recognition (detect common attack patterns), and novelty detection (recognize abnormal behaviors that may indicate malicious actors or insider threats). Companies now use Large Language Models (LLMs) to provide analysts and reverse engineers with a rapid analysis of malicious code and best next steps when triaging alerts. But the real paradigm shift in cybersecurity for both attackers and defenders is still on the horizon: agentic artificial intelligence (agentic AI).

Biden hands China big win with military deal, experts say: 'Incredibly poor decision'
House Armed Services Committee holds a hearing on the Department of Defense using artifical intelligence. President Biden is set to strike a deal with China that would limit the use of artifical intelligence in nuclear weapons. Biden is to meet with Chinese President Xi Jinping on Wednesday at the Asia-Pacific Economic Cooperation (APEC) summit in San Francisco, where the two leaders are expected to also sign an agreement to limit AI's use in military applications, according to a report from Business Insider. According to the report, Biden and Xi will agree to limit AI use in the systems that control and deploy nuclear weapons as well as the technology's use in autonomous weapon systems such as drones. Firstly, the article points out the defects of existing arguments supporting single-AI domination and presents arguments in favour of multi-AI competition. Then the article concludes that the multi-AI competition situation is a non-negligible possibility. Attention then turns to whether multi-AI competition is better for the overall good of humanity than a situation where a single AI is in power. After analysing the best, worst, and intermediate scenarios, the article concludes that multi-AI competition is better for humanity. Finally, considering the factors related to the formation of the best-case scenario of multiple AIs, the article gives some suggestions for current initiatives in AI development.

The Bitcoin Strategic Advantage
In gaming, as in the real world, a decisive strategic advantage can be used to consolidate a dominant position, forming a power singleton. The United States nearly achieved such a dominant position in global politics when it used the threat of nuclear war to attempt to persuade Russia to adopt the Baruch Plan. The Baruch Plan was rejected as Russia realized the plan would give the US a decisive strategic advantage of nuclear armament, or at the very least an unfair authority to police atomic weaponry with controls and inspections under the guise of the United Nations, where Stalin knew Russia would be easily out voted in the Security Council and General Assembly. Acquiring Bitcoin can give an individual, a company, or a country a decisive strategic advantage, because as we know (and can audit individually with our nodes), Bitcoin's issuance does not respond to demand, and there will only ever be 21,000,000 Bitcoin. We can presume Bitcoin adoption will continue to grow, and there will be far greater than 21,000,000 entities vying for even one whole coin.

How AI Principles Help Shape AI Globally
When it comes to adoption of artificial intelligence, the US Federal Government is moving at a rapid pace. On February 11, 2019, President Trump signed Executive Order 13859 announcing the American AI Initiative, the United States' national strategy on artificial intelligence. As part of this strategy the US took into consideration principles on Artificial Intelligence published by the Organization for Economic Cooperation and Development (OECD). The AI Today podcast interviewed Adam Murray, International Relations Officer from the US Department of State to discuss these principles in more detail and why it's important to have AI principles around responsible & trustworthy AI discussed and adopted on an international level. Adam Murray is a foreign relations officer and a US diplomat, and has been working with the Department of State for over 13 years.

Intel's Mobileye has a plan to dominate self-driving--and it might work
A lot of media coverage of self-driving technology has focused on a handful of big companies with well-known brands: Google, Uber, Tesla, and GM. But there's another company working on self-driving technology that might ultimately prove even more important. That company is Mobileye, an Israeli startup that was acquired by Intel in 2017. But it has something that's arguably even more important: a dominant position in today's market for advanced driver-assistance systems (ADAS). Mobileye had a very public split with Tesla back in 2016, but it continues to do business with a lot of other carmakers.
